Will Imperial City and full Justice be included in Tamriel Unlimited?

Because it occured to me that both Imperial City and the Enforcer tabard would be prime candidates for the TU free player Crown Shop.

I expect both of those would be included in an ESO+ subscription. You download the patch and imperial City is yours to explore (after the already shared conditions of entry are met - game, not pay). You get a quest to become an Enforcer and get your tabard (don't delete it!) at the conclusion of the initial quest.

But both IC entry and permission to start the Enforcer quest would be something easily sold in the Crown Shop. After all, other DLC will be sold, and I'd consider Dark Brotherhood or Blade content to also be DLC. There'd have to be a way to pay for those beyond ESO+, so why wouldn't the Enforcer guild or the IC be in the Crown Shop?

The only way they wouldn't be is if they were part of a 1.7 update that goes live with Tamriel Unlimited. And I still think there's time for that. If 1.6 goes live in the first part of February, then a 1.7 update could hit PTS in the last half of February, ready to go live by mid-March as part of Tamriel Unlimited.

But that would also be one heck of a work timetable. A more believable one to my mind would be 1.6 going live in February. Get Tamriel Unlimited up and running by March. April sees 1.7 with complete Justice and IC hit PTS. End of April/first of May, 1.7 goes live as the first opportunity for free TU players to buy. And then you're into console release crunch time, possibly with Wrothgar opening at the same time.

But I honestly don't know. So I'm asking: what exactly will the included portion of a free Tamriel Unlimited membership include? Only 1.6? Or a 1.7 with IC and full Justice?

    I don't have high hopes, but I really, really hope IC and full Justice System will be included in an update and not packaged as DLC (I doubt it would be sold in Crown shop). Of course, we're not going to get a response from ZOS about this until it actually happens, but it would be quite a shame that the biggest expansion to PvP (in fact, the only real expansion), something that's been dangled in front of paying subscribers for months, wouldn't be included in an update available to all players equally. As for Enforcers, I imagine that being behind a paywall would affect game balance and possibly make things difficult in terms of phasing and such. Will have a better idea about this once we can play it.

    I think 1.6 will land in the 3rd or 4th week of February, just enough time to get a few patches in before the March PC transition. From that, I'd surmise 1.7 will hit PTS in the last week of March or first week in April, and then be live in the first week or two in May. Again, giving enough time to get bugs worked out before console launch in early June.

    And it won't matter if there is DLC if you are a subscriber, any content that releases during your subscription time is yours for the keeping. So get off the "Corporate Greed" bandwagon. You're not entitled to everything just because you think you are...especially if you're not paying for it.

    Of course. How about this question then. The original schedule of new content every 4-6 weeks? That time table hasn't been met yet, but do you see it getting better or worse? Will DLC updates be large ones every 4-6 months (gaining 2-3 micro transaction boosts per year if people actually buy them) Or more small ones every 2-4 months, trying to earn sales yearly on 3-6 "DLC" sales?

    How much will DLC cost? If it is released one per every 3 months, is it going to sell for the $45 that Unlimited members have paid in subs? Not sure how many console players would pay 45 every 3 months considering they apparently had such an issue with sub model in the first place. So IF dlc is available every 3 months for the expected $10-20 what is the benefit of paying the additional $25-$35?

    3 months seems like a very quick time table to release new content for a B2P game. Take GW for example, it after all has the exact same business model:
    Three stand-alone episodes, one major expansion pack, and several "mini"-expansions were released in the series from April 2005 to April 2013

    So how long do you realistically see quality rich content worth the price of DLC to be released? How do you balance keeping that DLC cheap while keeping subs, supporting development of cheap content?

    How about no details. Broad scope questions, here. I know it's just your job to keep the mob sedated and shovel what ever *** they feed you to the customers. So feel free to ask any of the people who would actually know...Of course that would imply that maybe, possibly there was someone at ZOS who knows. Since I doubt there is, feel free to throw out a wild guess.

    I don't think you understand. This is how it starts. All content from now on will be watered-down compared to what we would have had with a sub model, because that's not what they are counting on for revenue. All focus has now switched to the cash shop. The cash shop is priority number 1. It might not be apparent at first, but it will be with time, as people like you just go along with whatever *** they feed you.

    Id be shocked if the imperial city is in the first DLC. Since all development seems to have been put on hold to code the whole cash shop thing we probably will be looking at Christmas 2015 before the Imperial city comes out.

    So this huge update they are putting on PTS next week isn't development?

    ZOS flip flops more than a politician. Anything they say is subject to change at a moment's notice. The best approach is not to believe anything they say.

    I would bet that they've also had developers working on Imperial City and other new zones in the background while they worked out the details of B2P so they will be ready to start cranking out new areas as DLC on a regular schedule after the game goes B2P.

    Out of all the news since yesterday, potentially not including 1.7 (presuming that's the removal of Veteran ranks, adding Imperial City and enforcers) with the base game seems very odd to me.

    I presume veteran rank removal will count as 'tweaks & fixes' rather than new content and will be in-game before the consoles release, because launching the game on 2 new systems with half a VR system still in place would be confusing for new players. To be honest I don't expect this to be an issue, but then 2 days ago I wasn't expecting B2P so there is that... :)

    The enforcer part of the justice system wouldn't necessarily have to be in place before console launch, but again it would be a strange decision to make it DLC in my opinion, because it's the unfinished part of what will be an already-present system. Fingers crossed it'll just count as a normal update whenever it makes it to the live servers, although technically (if not preferably) it could work as DLC I guess.

    Imperial City concerns me far more though. On the one hand it seems ideal for DLC as it's a new area, new gear, items, mechanics etc. BUT it will have to be integrated into each Cyrodiil campaign because (unless this is changing, and I can't see how) entry to it will entirely depend on what's going on right outside the Imperial City, and events inside it will change in real-time due to Cyrodiil PvP. I'd like to think that being Emperor and controlling Imperial City will be linked too, but that's just a preference.

    For instance, what happens if your alliance wins access to Imperial City but only 10% of your alliance has the DLC? Or will there be separate campaigns for those with Imperial City DLC and those without it? I hope not, as I doubt many people with the DLC will join the non-DLC servers, and currently it's the one place where anyone can actually meet up with anyone else.

    I should point out that I'm going to carry on subbing for the foreseeable future and I mostly do solo PvE anyway, so none of this will actually affect me directly very much as I'll have access to all of it as and when it shows up, DLC or not.

    Ok, that'll do, I'm not posting this for official answers as I know we'll get them when we get them (as Gina said above), but if anyone else has any thoughts on this I'd be interested to hear them. I'm bound to have forgotten some important details, it's pretty much my major passive skill. :D

    Sheesh man, lighten up…

    You were going to have to pay a sub for the next 6 months or more while you waited for Imperial City… so lets say a bare minimum of $70 while you waited… the DLC might be in the $10 or $20 range we don't know, but it won't be what you would have paid.

    You sure about that? As far as I can tell, it was only implemented because of player feedback about the Veteran System being the worst thing in the history of gaming ever. Not that I mind either way as it happens, but VR outrage seemed to be pretty huge to me, and Champions' System approval has been much higher, based on how we think it'll work anyway.

    Nope the 5 or 6 zones they showed in the ESO live where all mirages! It took the entire programming team to make the cash shop!

    Who said anything about PVP zones? We know of plans for Imperial City and new PVE zones at this point. Unless you have some extra special insider info to share.

    Once they start getting cash for DLCs from those console players, we'll be seeing new content regularly. ZOS likes making money.

    You can send your gold to me but I've already got way more than I can spend since all the new stuff is going to the cash shop.
