There are Cowboys films with horses swimming with their riders on, actually footage of it happening not modern CGI trickery.
But they are not laden with gear, just the cowboy and a saddle, no saddle bags, no rifle, bare minimum weight. From this I would say it's just about possible, but not if you are carrying stuff or wearing armour.

Please no. I actually like that you can't go underwater in this game. I know that I'm likely the overwhelming minority in this, but I have a very severe hydrophobia (well, virtual hydrophobia) and I start hyperventilating when underwater stuff comes along. I didn't finish a lot of content in a LOT of games because of underwater crap.
Yes, I know it's ridiculous, no I don't need you to tell me that.
And yes, I did complete a lot of content in other Elder Scroll games that required underwater moments...but...I had help...>.>
