They're called Tassets.
Well, most armor in this game has tassets in some form. They're called Tassets.
Tassets are for protecting the upper legs, usually hung off the faulds

Every character I have now exclusively wears medium Bosmer jackets, which are the only armour jackets without the aforementioned front-and-back flappy things, as they all got fed up of having bruised thighs...
