I also have a problem where all players' and some NPCs models have purple skin/face/hands/tails. I have already fully deleted and redownloaded the client. I have the latest Nvidia drivers as of today (335.23).
SLI = disabled.
Nvidia driver settings are all set to default.
Single Monitor.
Nvidia GTX Titan.
EVGA SR-2 motherboard.
Intel Xeon X5680 (6 cores)
48GB RAM
Windows 8.1 64 bit
Sometimes, it will work correctly for the first 30 seconds of gameplay and then everyone goes back to purple.
I have just deleted & re-downloaded again, followed by a PC restart and a "check for update" and "repair" operation. I went in, and the characters and NPCs are still purple.
I have tried the suggestion posted in a FAQ at the top of this forum, namely:
1) Edit the resolution properties manually in the UserSettings.txt file: done
2) Delete the shadercache.cooked file: done
3) Turn on "prefer maximum performance" option in the Nvidia driver: done
4) Run the launcher "as administrator": done
After doing these things, there were no purple textures for approximately 30 seconds, and then the textures on the people starting becoming purple again.
I have gone into the game and changed every graphics setting from on/off to its opposite, and I tried every scaled option for quality at every level. At all levels and all options, the problem persists.
I cannot narrow it down to a problem with the shader, the texture, or what.
I find sometimes the problem goes away entirely for about 30 seconds and then comes back.
I have these same problems as well, using the nvidia titan same as pgiambal.
I made my own thread here before seeing this thread if at any point a forum moderator or whatnot wants to merge any threads that are about purple textures.
Can anyone at Bethesda tell me what the possible values are for the SET GraphicsDriver.7 "D3D11" option in the UserSettings.txt file? Or, if this value links to a corresponding option inside the game graphics options?
I tried guessing and setting SET GraphicsDriver.7 "D3D11" to "D3D9" but it had no effect. Interestingly, after launching and exiting the game, the game did not write this value back to "D3D11".
I am noticing that the "GeForce Experience" wizard from Nvidia is not detecting TESO as a game at all. I think very little development cooperation was performed with Nvidia?
I made a profile in the Nvidia "Manage 3d Settings" for "ESO.exe" in the game's client directory. I changed every possible option to "Off" or its lowest possible value. No effect.

What OS are you running? (Windows 8.1 Pro, 64 bit)
Do you have more than 1 graphics card installed? (two, SLI disabled)

I also have an SR-2, I did have an Xonar but due to issues it caused with a multitude of games I removed it from my PC, using Windows 7 Ultimate SP1 64bit. The only other GPU I have is a GTX 580 which I use for my third monitor, I don't use it in SLI. My hard drive I'm not sure of, but I don't believe it's the same. I'll see if I can attach a dxdiag as a spoiler.

Given that we have the same problem, and the same motherboard, and the same primary graphics card... but we have different sound cards...
I think we are heading towards the conclusion that this is a hardware problem with the PCI express bus, or having more than 1 graphics card installed (no matter the configuration).
If this is the case, I am extremely disappointed. I had a similar problem with another game "Trials Evolution Gold Edition" that was poorly programmed and will not work on systems with more than 1 CPU or GPU.
I moved the files to my HDD and launched. Definitely made a performance difference: textures and models were popping in at like 1/10th the speed as before
But... still people running around with purple faces and hands.
