Just an idea I had.
So Cadwell grows board after the story line is complete and he wants to give everyone a new look on life, and what better way then to make everyone look different! He opens a Costume shop in a very out of the way place and when you first see him he jumps with joy to have a customer! Every few hrs a set of costumes would randomly be selected and be available for purchase, here's the catch... only a limited amount of these costumes would be available and more rare ones would have less stock and would less often come up in the set. Also Cadwell would complement you based of how rare the costume you are wearing is or just plane out insult (in a nice Cadwell sorta way) you if you didn't wear one at all.
